Regulator's Bill of Rights

Any change to these commitments is dated in the changelog below, with what changed and why.

The commitments Holistic Quality LLC makes to any regulatory body that uses our data. Access for regulators will be free once our data meets its quality bar; these commitments apply from then. Falsifiable: if we break one, the regulator may publish that without legal exposure (Article IX).

Article I — No data lock-in

Everything we provide is exportable in open formats (JSON and CSV), with each value's source and date. We hold none of a regulator's data hostage, and we do not require an account to read public data.

Applies from launch. Today a single compound record can be read without an account or a key; bulk export needs a developer-tier key, and there is no regulator tier yet.

Article II — Same data for everyone

A regulator sees the same values as anyone else. There is no regulator mode and no paid mode that changes a value, softens a finding or hides a disagreement between agencies.

Article III — No hidden throttling

Regulator access has published limits at least as generous as any paid plan. If a limit is reached, the response says so and when to retry. No silent throttling.

Applies from launch. Today there is no regulator tier: a regulator has the same access as anyone else, the public tier, whose limits are lower than the paid tiers'.

Article IV — Citation rights

A regulator may cite Holistic Quality outputs (ALETHEIA lookups, etc.) in their official proceedings, guidance documents, and public communications, with attribution to the page or record cited. Holistic Quality does not require pre-approval for citations.

Applies from launch. Today the ALETHEIA Terms of Service prohibit using the Service to make or substantially inform safety-critical decisions, including regulatory compliance filings, and make no exception for regulators.

A regulator's citation of Holistic Quality does NOT constitute or imply agency endorsement of Holistic Quality. Holistic Quality will not claim agency endorsement based on agency citation.

Article V — No exclusivity, no dependency lock-in

Regulators may use Holistic Quality alongside any other tool, including competing tools. Holistic Quality does not require exclusivity. The platform supports data export in standard formats so a regulator can move to another tool if they choose.

Article VI — Transparent pricing (retired 2026-09-25)

Retired: regulator access will be free, so there is no regulator pricing to publish.

Article VII — Public list

We publish the name of every agency that uses our data under an arrangement with us, unless it asks not to be named; each such request is logged as '[REQUESTED PRIVATE]' and the count is published.

Article VIII — Pre-commitment to free tier (retired 2026-09-25)

Retired: access is free by design, so there is no revenue-triggered free tier.

Article IX — Falsifiability

Any of the above articles can be tested by the regulator using the public site and API. Violations may be published by the regulator without breaching any terms; no NDA protects Holistic Quality from public disclosure of Bill of Rights violations.

The verify-manifest CLI operationalizes this article for signed-artifact provenance: regulators can run an open-source command on their own machine that independently checks a signed manifest's canonical hash and its signatures — without trusting Holistic Quality's infrastructure. Holistic Quality's research manifests are published; none is signed yet, and the verify-manifest page states the signing policy.

Article X — Notice before closing

If Holistic Quality stops serving regulators, we give 90 days' public notice, and the data and its archived sources stay downloadable free for at least 12 months after.

Changelog

v0.3, corrected 2026-09-30: Articles I, III and IV now say how each stands today, and that each applies from launch; Article V says "a regulator" where it said "the customer". No commitment is changed by this correction.

v0.3 (2026-09-25): regulator access becomes free after our data-quality bar (R-18); no advisory board will be formed (R-19). Articles VI and VIII are retired because the pricing and free-tier trigger they governed no longer exist. Articles I, II and X no longer mention a model, query history or model snapshots, because no model product exists. This withdraws commitments made in v0.1–v0.2; we record that here rather than call it a strengthening.

v0.2 (2026-09-24): removed references to a planned regulatory-interpretation service that was never released; corrected statements about signing to match the published signing policy. Neither change weakens a commitment under the pledge above: no interpretation from that service was ever released, so none was ever citable, and no manifest had been signed in the way the removed wording described.
