Regulator's Bill of Rights

v0.1 — pre-board-ratification. Substantive commitments below will not weaken between v0.1 and v1.0 of this page; ratification by the advisory board is procedural. The ratification step exists to add board accountability over revisions, not to soften any article. The public commitment Holistic Quality LLC makes to every regulator-tier customer. Reproduced verbatim in the contract and on this page. Falsifiable — if any of these is violated, the regulator can publish the violation without legal exposure (see Article IX).

Article I — No data lock-in

Every regulator-tier customer has, at any time, the right to export:

Format: JSON + downloadable file archive. Available via API and via UI. Maximum 7-day fulfillment SLA for full archive; query-level history available real-time.

Article II — Same product, same outputs

A regulator-tier customer's query is answered with the same model, same retrieval indices, same prompt-engineering, and same audit-log behaviors as an enterprise customer's query. There is no "regulator mode" that softens outputs, hides controversies, or routes around model behaviors that an enterprise customer would see. Same goes the other direction: there is no "enterprise mode" that returns more aggressive analyses than a regulator would see.

Audit confirmation: the advisory board reviews this annually via a sampled-paired-queries exercise (same query submitted from a regulator-tier account and an enterprise account; outputs compared). Findings published.

Article III — No rate-limiting differentials

Regulator-tier API and UI rate limits are identical to enterprise-tier limits. If a regulator exceeds normal usage thresholds, the response is the same as for any other customer: a clear rate-limit-exceeded response with retry guidance. No silent throttling.

Article IV — Citation rights

A regulator-tier customer may cite Holistic Quality outputs (NOMOS interpretations, ALETHEIA lookups, etc.) in their official proceedings, guidance documents, and public communications, with attribution (citation format published). Holistic Quality does not require pre-approval for citations.

A regulator-tier customer's citation of Holistic Quality does NOT constitute or imply agency endorsement of Holistic Quality. NOMOS will not claim agency endorsement based on agency citation per the on-record charter commitment.

Article V — No exclusivity, no dependency lock-in

Regulator-tier customers may use Holistic Quality alongside any other tool, including competing tools. Holistic Quality does not require exclusivity. The platform supports data export in standard formats so the customer can move to another vendor if they choose.

Article VI — Transparent pricing

The current pricing breakdown, including the operator-time and infrastructure-amortization components, is published on a public page. Pricing changes require 90 days advance notice to active customers. Annual recalibration is published with prior-year actuals.

Article VII — Public engagement registry

Holistic Quality maintains a public list of all regulator-tier customers (agency name only, no individual personnel) unless the customer explicitly requests carve-out, in which case the carve-out is itself logged as "[CUSTOMER REQUESTED PRIVATE]" with the count of such carve-outs published. No silent customers.

Article VIII — Pre-commitment to free tier

When enterprise ARR meets the published trigger condition for 4 consecutive quarters, all regulator-tier pricing flips to $0 with 6 months advance notice. The trigger condition is publicly defined — see Pre-commitment Disclosure. The advisory board owns trigger-condition revision authority.

Article IX — Falsifiability

Any of the above articles can be tested by the regulator via the customer's normal access. Violations may be published by the regulator without breaching the customer agreement; no NDA protects Holistic Quality from public disclosure of Bill of Rights violations.

The verify-manifest CLI operationalizes this article for signed-artifact provenance: regulators can run an open-source command on their own machine that independently confirms whether a NOMOS interpretation's cited manifest hash matches a real, dual-signed manifest — without trusting Holistic Quality's infrastructure.

Article X — Sunset clause

If Holistic Quality ceases regulator-tier operations, regulator-tier customers receive: 90 days operational notice; full data export at no cost; right-to-port-the-model-state-snapshot at no cost; the audit-log retention obligation transfers to a successor entity or terminates with an irrevocable public release of all audit metadata.
